I believe it might be you starting some type of community site. That would make the more sense. Then you would have to advertise for people to join.I see it as just like forums but with more freedom to be creative with your post. I don't think it's hard or anything, the hardest part would be getting people to join up at your site.
It isn't that hard, you're correct. You need a lot of bandwidth for better quality, and people who will post videos. I saw one site take off in no time because it was all music videos of Philippino rock stars and there weren't that many places to share them. Many were bootlegged but the traffic in days was amazing.

The bootlegged video issue would be a tough one to deal with. Would putting a disclaimer about not being responsible for what is uploaded along with a TOS statement forbidding it be enough protection against being sued?
Don't know ...in the case of the Phillipino videos, they didn't seem to care or worry about it. But that comes from a country who is notorious for bootlegging anything and everything. It's no small wonder they can't get paypal there.
I need to start looking at youtube. I work so much I don't have time to really look at it. But I heard that they have some crazy stuff on there. But I would assume that their bandwidth is ridiculous.
