Go with photoshop well I cant say that because I don't know what you are trying to do but I have used it and It works for me.

I second freewebsitetemplates.com they have some really really nice templates for being free.

USe those free templates very carefully , sometime they do have some copyright issues

Are you saying the issues are with that site or free templates in general?

The issues are witg free templates , some sites give free templates just for personal use , they dont give them for professional use and if you use them for your business site then you may get problems

Most of the time if you send a nice email to those sites they'll give you rights to use it for business purposes, at the most they will charge you like $50 to use it. If you have a serious business and need a template most of the time they will give it to you or you can pay a minor fee to use it. You just have to ask.
