Just do a google search for free website templates. The problem is that most of the website templates, because they are free, they are not that good. you could improve them though, but it might be easier to start from scratch.
I think for people who don't know html or are only building one site that is for them, then some of the templates are fine. They're fast and you can do basic good sites with them. But if you're into building sites, they're no good after a point.
you have to read teh fine print before doing anything with those free template sites. It's just like anything else whe it comes to free. It free to a certain extent.

I just remembered that downloaded one myself actually a while ago and I was free to use it as long as I had links to the designer's page on all the pages. I didn't quite like that idea.
