How much does site maturity impact SEO? Should I make an "under construction" page and register my site with search engines before it's up and running for SEO purposes?

Not a great deal. Page ranking doesn't take into consideration the age of a web page (as far as I'm aware).. and logically there's no reason why it would. The only way it may help is that search engines will already be regularly crawling your pages - but that's not a slow process to start with. Also when you do go live it may still be displaying web pages with "PAGE UNDER CONSTRUCTION" in the description / title that could easily put people off.
I think site age affects the site's overall PR. The older the site is, the higher the PR. As for the "Under Construction" site, you might want to redirect it to a page that has content just to make it more friendly for your visitors and search engines.

well base on my experience.... Even my site is that old enough. As soon i stopped doing link building, my PR decreases
Site age is a factor for SEO. If your site is old you can get better SERP than new domains. Google seems to flavor old domains than new domains. But domain age is only a one factor. There are around 200 factors effecting SERP.

Age of domain reflects the good service, authenticity and more viewer will visit the site because of quality content. Age of domain definitely matters but not much. It will not increase PageRank of the site but gain reliability in respect to viewers.
A site is more likely to be sandboxed because of a major change to the site then for any other reason.
If you launch a new site with lots of pages targeting long tail keywords chances are it is going to rank really well for a month and then disappear for a month or two and then reappear.
However, if you start a site with under construction it is never going to rank and then when you do the major change from under construction to a real website it is going to be sandboxed for 6 to 8 months.
