Thats true.. it also depends on backwark links, and sites which have a high rating in the search page linking to your site..
for example if site 1 rates higher for keyword "hello" that mine, if i have links on site 1 such as link exchange or a blog then my site links a little higher, the more relavant sites the higher the search position.
