What the purposes of using different programming languages. Like when should i use C, or C++ or asp or Java, etc.?

Use the tool for the task and start with the highest level tool.
Other than that, there is the training, support and CDE investments to be considered.
Since all the languages overlap to a good deal, the answer is usually not connected to the language itself but the framework that is to be used.;;)
