I want to create an open and closed forum at the same time, so closed section would be entirely for members-only and the open section would be for anyone who wishes to post. How should I do this?
Depends on the forum software you use. I know with Vbulletin you can make a usergroup to allow them access to the members only section and make that private so no one can see nor post.

It has nothing to do with apache.
