We are having the job search site named , which is allowing job seekers to find jobs posted on thousands of company career sites and job boards.

As we are having the Page Rank 3 and i need help that how do i can generate a more back links which will be useful to my site...... and which would increase my site page rank.

You should hire someone or write your own content that is unique and put one or two links to your site in the text.A good site to submit articles to Article Directories. I think this way Google will index them and you will get ranked higher in search engine results. As you know search engine results get you most traffic.

ofcource it's off-page but having said that would like to say, the more you distribute ur site link throughout the web on other relevant site which being cached by search engine, more it will count for ur site.

I would say one good way to build links is to put the links to your page(s) or blog(s) in your signature at any forum that you post at. That can help a lot.
