Link exchange will always be affective. It all on how you manipulate the exchange. As long as people continue to click links and own websites, links will always be able to be exchanged.

I don't think so . One Way links Increase Your Serp Ranking and Pr. Well now Pr have no importance only site ranking, traffic we have to see. If we do good links only related and from content pages not from Spam Pages.

I would rather focus on building one-way targeted backlinks as this has more value in terms of SEO ;) They also bring in traffic in the long run.

Obviously link exchange is not as good as one way links!

BUT

Some link exchanges can send hundreds of visitors a day, while others might send one or two a month. The second type is far more common, but even those are worthwhile. Why? Because more and more search engines are considering "link popularity" as a factor when they decide how to rank pages in their search results.

Yeah - they can surely be a great source of traffic overtime. Should the other site has a higher PR, then you get more PR juice as compared to what you are leaking out (but this also depends on the number of outgoing links your backlink is placed).
