I posted a very similar question a few months ago and I got reported and my question deleted. The one and only time I ever got reported deleted.My understanding is that it is best to exchange links with sites that are somehow related to your site and not just link farms. In fact, link farms will lower your page rank rather than make it better.

Can you tell me for only one web site which put one way outbound link to another site, without request for reciprocating link exchange, I don’t know any one. Especially if that site has high PR and has authority, credibility and trust in google eyes. Why would it do that?
I do a one way strategy of building links.I find it more effective with a year of doing SEO.Quality content placed in high PR related sites are really good.I haven't done other link exchange ways but i guess it will also work if made proper.
