All of the above is spot on. Quality links are those links that come from a site that has a high (or higher)
PR and is in your niche. The less links on the individual page where your link is, the better. Also, some types of sites are given a greater weight in Google based simply on what they are: i.e., .edu and .gov links are seen as slightly higher quality then .com (depending on the site and all other factors).
However, if you have quality content and a useful site, then it will get backlinks from people in your niche automatically. This is really what you want; your backlinks to grow organically and by other people - that way you can focus on content and other things.
