Well first of all make your portfolio with better information. Than offer some free design on different forums. I am sure you will get more people.

Yes I agree the porfolio is very important. That is how much people end up choosing a designer on.

Try to show up your sites and designed in diffrent forums and put of some free graphics so that people can see what yu are upto
