Dreamweaver is a powerful and the most popular web design/development tool around. I don’t agree with the notion you presented. It still rules the web development arena.

Depends on what you do - for regular HTML/CSS coding dreamweaver is probably enough.
But for complex JS you should check NetBeans - it is absolutely awesome.
Dreamweaver is a very good tool for the web designing for the beginners.It helps a lot to learn HTML coding.Most of the people prefer to write their coding for the web designing.It depends on the choice of the person.
