For me Macromedia Dreamweaver is very good. However I do like PHP Designer 2006 which supports HTML coding and plenty more. Theres also many extended versions of Notepad for HTML which are good as well.
I tend to only use the cPanel file manger editor, notepad, or Notepad++, but If I had to use a WYSIWYG It would probably be Dreamweaver, as I have used it once or twice in the past, and I found it to be a very useful thing to have.
I think it's generally difficult to call one html editor "the best". It depends on your needs. I use TextMate because I develop a lot of stuff in Rails and it's good for that. Your needs may be different, but generally I'd back up A12Alex's advice: Notepad, Notepad++ or Dreamweaver.
