I use custom made layouts and then build them around a CSS infastructure, for example my latest site: Truggler Site Rankings Pageviews in beta at the moment works on a simple container in the middle and one on the outside and then the two boxes (left and right) floated left and right respectively.
I have never used someone elses CSS templates as they are easy enough to create yourself.

I could kick myself, I had built a template years ago and I always used certain aspects of it for my other sites, but somehow I've lost it and now I am having to start from scratch. I don't find CSS difficult, but still it would have been nice to just copy and paste my code instead of re-typing it all.

By CSS template I hope you mean an HTML template with a CSS stylesheet attached to it, CSS on it's own has zero value.
