exactly, you should learn HTML, CSS and JavaScript... even though not erquired but its a must, since its better to display PHP's output using HTML, CSS and JavaScript codes.

It is not necessary its not a MUST to learn java script and css to learn php.

Html that is a must to learn php.

Java script and css are to make php look nice and have a nice pearl value to it, more than have simple html tables ect.
