I want to learn HTML+CSS. I was just wondering if i spend at least 3 hours a day studying it how quickly will i be able to write it fluently?

Also, when people design websites do they learn ALL of the code or do they have a blank template of the code then add all the vital information?

Well personally, Its hard to tell you in a bold answer how long will it take. It depends if you study 3 hours hardcore studying which i do not recommend, cause it gets a bit frustrating. Then it should take a good 4-5 weeks before getting a nice site up.

Of course i may be mistaken i did not take notice on how long it took me to do what i do now.

Also about using templates, i rarely use them anymore.. They really cut down creativity and will limit yo to your imagination. I started of modifying templates. And ended is as soon as possible.

Tyler is right. HTML and CSS will take time, effort and dedication to learn but its better to learn slow and understand it than to learn quickly and get frustrated. Doing a website from scratch may take some time to do (still in the process of that now) but template editing is a good way, in my opinion, to learn coding. You will eventually learn it and I don't think everyone knows it all because things change and new creative ways of doing things happen in design/coding/programming all the time.
