Let's say I comment on an article. That's a backlink.

Now, what if I commented on a DIFFERENT article on the SAME SITE? Would it help me out more? Would that be counted as another backlink?

I think getting links on same site is useless and will lessen it value. Try to get unique links.

links from different pages of the same site will be counted as two different links but two or more link for one page of a site is what will be counted as one.

how about in forum, we are always commented with the same forum but different thread?

You need to think like Google their aim is to provide the best search results for their users it follows therefore that:

2 links on a site are not going to be double the value.

And that on the one side forums are great provided that the links themselves are dofollow, on the other even the good ones are spammed to death and have multiple links for each new thread so the value is probably only slight.

To get a backlink you have to post your signature (keyword and url) to a do follow forums or blogs. In this way, you'll have a high Page Rank.

Yes, Many links from same IP can be useless for backlinks, you can get traffics a bit due to these links.

But if you are getting backlinks from unique IP then you can get PR juice too with traffics.

Its helps to post as many as you can in forums to establish your credibility and for you signature to stick but with Google's perspective this will count as one backlink only.

Get links from diffrent sites
Not on diffrent pages of same site

Sidewide links can help but not very much ...

Yes you are right but if you will submit article regular to good and quality article directories like ezinearticles, articledashboard then you can get good amount of traffics from there.
