First of All
Read Google Webmaster Guidelines carefully

Then See at your site. What is in your site which is violating Google guidelines.

Is it excessive reciprocal links(exchange links), Copy content or anything else.

Then correct it means If you have add excessive reciprocal links then delete them.

After correction, Send a reconsideration request to Google.

Write what was the cause of Google Penalized (Excessive reciprocal links, Copy Content, cloaking or anything else). & the correction that you have applied.

They will check your reconsideration request with in 3 or 5 business days..

& your Penalty will be removed if you are not violating Google Rules..
