NVU I haven't used personally, but I have heard good things from some people. I use dreamweaver occasionally but mostly everything is hand-coded now.

If your friend needs a WYSIWYG editor NVU is probably his best free alternative to paying for dreamweaver. If he is willing to put in a little extra effort to learn the code and how to write it though, he doesn't need anything.
He can pop open notepad, and since your interested in templates, just search google for a free template, download it, and open it in notepad. Might take some time to acclimate himself to the code, but shoudl be able to edit it.
Unless he is using server side languages such as php, he can just open the file in firefox or internet explorer, whatever he uses, and the changes he made will be evident.
